How much for a birth certificate? £20 - £25?

You can often get the reference from Free BMD's http://freebmd.rootsweb.com/ be aware not all are online yet but a large majority are you can also access on Ancestry all the BMD indexes for England you just have to trawl through page by page on a surname quarter by quarter
the people who advertise certs at £25 ect are running a business
