Putting pictures in a different folder

I have three trees, and I want to keep the photos for one tree in a folder that's separate from those in the ifamily data folder. However, all of the photos are going into the iFamily photos folder in the data folder. The "copy" function in turned off in the tree and in preferences, but they are copied there anyway.
How can I create a separate folder, not in the data folder, for these other pictures?

I tested using a picture in a different sub-folder with the copy function unchecked and the photo was properly displayed in iFamily but was not copied to the Pictures folder. I may have missed something but one should be able to access photos outside of the Pictures folder with the copy functioned deselected.

I should add that an alias place marker is created in the Pictures folder when the Copy function is deselected but the photo itself is not copied to the Pictures folder.
